Gutters require a gentle slope to function effectively.

Water runs down the slope to the downspout.
Water should run out the downspout and away from the house without filling the gutter.
If the slope isn t set up right originally or the gutters have sagged over time either due to aging of the home or being too full of debris water pools in the gutter.
The pitch of gutter heading towards a downspout can also cause overflow if it s too steep.
If the gutters look clear run a hose and fill the gutters with water.
If the gutter is clogged some of that water will back up on the roof soaking it.
